Resistance against occupation in HOI4

The next of the HOI4 DLC called La Resistance was about the “new” occupation system, where resistance mechanics were introduced. These mechanics simulate a local “resistance” tries to harm you and thus weaken you. Today I’m going to show you some tips and trick on how to occupy countries with this new system.

Before we start, you must search for the “Occupied Territories” overview. To do this, click on your flag an then on the “occupied territories” button.

Where to find occupied territories

When you open this button you should see which occupied territories you have. There are two types of occupied territories. The first type are non-incorporated states that may have problems with local resistance (as can be seen in the picture below with Czechoslovakia or Yugoslavia). The second type are fully incorporated states that do not face any problems and you easily get everything the state offers for your benefit.

What does the overview of the occupied territories look like?

If you look closely, you will find that there are two important “metrics” – Resistance strength and Compliance. These metrics determine what advantages/disadvantages you will have.

If resistance strength increases to more than 15%, guerrillas may attack you and destroy the local infrastructure. If this number is not watched enough and rises to 90%, there will be an uprising when the soldiers in that country try to take back control.

There are certain specific levels of Resistance strength in your country. When playing, I usually have a resistance strength to around 10 – 20%. For most of the time I have no problems. But I think it is good to know what awaits you if you don’t pay attention to this problem…

… as you can see, you are starting to have more and more problems with more resistance. That’s why you need to address this problem as soon as you take over a new state. How to reduce resistance will be explained below. Now let’s take a look at the second metric – Compliance.

As I mentioned above, the second important metric is compliance. This metric shows how the country cooperates with you. If you are doing everything right, this level should gradually increase and so should the benefits that result from the country.

When you have compliance above >80% then a new Collaboration Government could be established. It has some specifics but most importantly you have most of the raw materials and production capacity in your favor. Therefore, this is a great direction to improve your economy.

The first thing you need to do is to have a full garrison in the country you have occupied. This could be a good priority for garrison resupply. Then they get the first manpower and other things you have to build…

…as you can see, every law have specific problems. Some of the benefits are that the resistance of the targets is reduced (they are tougher) and the growth of compliance is also slightly slowed. These are good to use if the resistance is getting stronger to slow/stop it and buy time. In any case, you have to balance according to your needs.

The third thing which you can use are operatives who can perform “root out resistance” tasks . Performing this task at 100% reduces the target’s resistance by -10%. So if you use operatives, you can have more free laws and your compliance will grow faster.

How to increase Compliance?

To increase Compliance you should do two things. The first thing you can do is to prepare the invasion in detail. The second way to increase compliance is to wait. You can choose laws I have shown you above. These are not too radical and the compliance should grow with them.
